Ministrul afacerilor externe Bogdan Aurescu a predat joi, 22 septembrie 2022, mandatul de Președinție a Comunității Democrațiilor către ministrul afacerilor externe al Canadei, Mélanie Joly, în cadrul unei ceremonii desfășurate la New York, în marja săptămânii la nivel înalt a Adunării Generale a ONU.

Evenimentul a avut loc în prezența Secretarului General al Comunității Democrațiilor, Thomas Garrett, și a ministrului afacerilor externe și integrării europene al Republicii Moldova, Nicu Popescu, în calitate de invitat special al României. 

În intervenția sa cu această ocazie, ministrul Bogdan Aurescu a realizat o trecere în revistă a principalelor repere ale mandatului de trei ani al Președinției române a Comunității Democrațiilor.

A remarcat că în această perioadă au existat numeroase provocări la adresa democrațiilor, drepturilor omului și dreptului internațional, printre care, îndeosebi, pandemia de COVID-19 și agresiunea militară nejustificată, ilegală și neprovocată a Federației Ruse împotriva Ucrainei. A apreciat, totodată, mobilizarea promptă și substanțială a Comunității pentru a răspunde provocărilor apărute, susținând valorile și principiile democratice, în ciuda dificultăților apărute.

A menționat, în context, adoptarea, în iunie 2020, a Declarației Aniversare de la București (https://www.mae.ro/node/52947), la împlinirea a 20 de ani de la înființarea Comunității Democrațiilor.

Ministrul Bogdan Aurescu a punctat și faptul că, sub Președinția României și cu susținerea sa, în contextul agresiunii Federației Ruse împotriva Ucrainei, un grup de state membre ale Consiliului Guvernator a adoptat, la 24 februarie 2022, o Declarație prin care își exprimă sprijinul pentru democrația, suveranitatea și integritatea teritorială a Ucrainei, în cadrul granițelor sale recunoscute internațional; totodată, statele semnatare au condamnat ferm agresiunea continuă a Federației Ruse împotriva Ucrainei și și-au exprimat sprijinul fără echivoc pentru poporul ucrainean, în aspirațiile sale democratice.

Ministrul Bogdan Aurescu a subliniat atenția deosebită a Președinției române a CoD pentru consolidarea implicării active a tinerilor în procesele democratice, aceasta fiind o altă prioritate a mandatului. A reamintit desfășurarea recentă a celei de-a treia ediții anuale a Forumului pentru Tineret al Comunității Democrațiilor (https://www.mae.ro/node/59659 ) și și-a exprimat convingerea că această platformă globală oferă cea mai bună oportunitate de a discuta despre participarea politică și civică a tinerilor, de a împărtăși bune practici și de a prezenta modalități inovatoare pentru implicarea tinerilor în viața publică și în procesele democratice, inclusiv prin tehnologia informației.

De asemenea, ministrul afacerilor externe a evidențiat prioritatea României de a sprijini democrațiile tinere și vulnerabile și a exemplificat eforturile țării noastre atât în sprijinul Ucrainei, cât și al Republicii Moldova. Astfel, demnitarul român a lansat invitația către Nicu Popescu, ministrul de externe al R. Moldova, ca țara sa să se alăture Consiliului Guvernator al Comunității Democrațiilor. 

În încheiere, demnitarul român a urat succes viitoarei Președinții canadiene a Comunității Democrațiilor, asigurând-o de cooperarea deplină a României în calitate de membru al Consiliului Guvernator, și a transmis înalta apreciere a părții române pentru sprijinul constant și substanțial primit din partea secretarului general Thomas Garrett și a echipei Secretariatului Permanent al Comunității Democrațiilor.

Excellencies,

It is my great pleasure and honor to once again address our Community of shared values and principles, at the end of Romania’s Presidency at the helm of the Community of Democracies.

From the outset, I must confess that this meeting, which is held in the margins of the UNGA in New York, has a special meaning for Romania, and for myself particularly. Over the past three years, Romania has been invested with your trust and the responsibility of being at the forefront of upholding our core democratic principles and values.

We have been actively engaged to deliver according to the expectations of our Community, especially given the multiple challenges our democracies faced.  

Regrettably, we live in a different world than three years ago when Romania took over its mandate. In the meantime, the world peace and security, as well as our democracies, have faced worrying new challenges, the most severe since the end of the Second World War.

The impact of the COVID-19 pandemic and the unjustified, illegitimate and unprovoked military aggression by the Russian Federation against Ukraine have all put under threat our shared principles and values. We are facing a blatant violation of the UN Charter and of the fundaments of the rules-based international order.

But throughout these years, our Community has risen up to its task: it has remained alert and addressed the challenges that came our way.

The war that started on 24 February has catalyzed our unity and our determination to defend our democratic way of life even more.

I think we are more resilient now. More focused and more proactive. And we are more determined to demonstrate that democracy is the only system that can deliver prosperity and ensure respect for human rights. During this difficult period, Romania played its role, including by extending our mandate with an extra year to ensure continuity in the work of our Community in challenging times.

Our journey at the helm of the Community has enriched us and mobilized us even more. 

Together, we found opportunities in crises. When the pandemic challenged our very ambitious plan of activities, we adapted and turned even more active.

In June 2020, we marked the 20th anniversary of the Warsaw Declaration through an online high-level Conference, which brought us together when the world was apart. The Honorable Madeleine Albright, one of the founders of the Community, shared her wisdom and has warned us, at that time, that threats to democracy were lurking and she urged us to be prepared. And we have prepared.

The Bucharest Anniversary Statement adopted with that occasion, reinforced trust in democracy and in the Warsaw Principles. Our resolve to overcome the aforementioned challenges made us stronger.

Last year, at the 10th ministerial meeting of the CoD in the margins of UNGA 76, we focused on our shared goals of democracy and resilience. We framed our approach towards effective, pragmatic and practical means of upholding, defending and consolidating our Community of values and resilient democracies around the world. 

We engaged actively within the CoD Governing Council to respond swiftly to democratic backsliding, through our statements on, inter alia, the situations in Mali, Myanmar, Cuba.

At the same time, we have strongly advocated to continue to offer support to the people that suffer from abusive regimes. Thus, among others, Romania ensured continuous support to the civil society in Belarus and is determined to continue to do so.

I said many times during our meetings that democracies are stronger when they stand together. We have thus demonstrated our solidarity and focused our attention on young democracies and democracies under threat.

We have been at the forefront of condemning the war of Russia against Ukraine. The bravery of the Ukrainian people in defending their liberty and democracy demonstrated the resilience of democratic values  and set an example for democracies all over the world.

Romania has offered substantive support for more than 2.3 million Ukrainian refugees who crossed our borders, including by granting them free access to education, healthcare, job market. The people in Romania opened their hearts in welcoming our Ukrainians neighbors in need, as our bond in defending our common values turned even stronger. We remain fully engaged to continue to do so.

It was in this spirit that we have enhanced our strong support for our partners and neighbors, especially to the most vulnerable, for instance the Republic of Moldova.

I once again warmly welcome my dear friend Nicu, the foreign minister of the Republic of Moldova, with us today. Your presence here is symbolic and demonstrates both our resolve in standing with the Republic of Moldova in defending its democratic core, and your genuine attachment for our democratic values.

This is why, my dear friend, I would like to launch to you the open invitation, if my counterparts agree, to consider the possibility to join the Governing Council of the CoD. I have sent a similar proposal to our Ukrainian friends, as well.

It is my genuine belief that your close involvement in the Governing Council would both be beneficial for consolidating your democratic resilience, and also for the other Governing Council members to learn what are exactly the young democracies’ needs and how to provide adequate support.

Romania has also supported the Republic of Moldova, including through the launching of the Moldova Support Platform and the first Romania – R. Moldova – Ukraine trilateral meeting of foreign ministers meeting, together with the energy ministers, last week in Odessa.

One of the focuses of our Presidency mandate was to support US-led efforts in globally promoting democratic renewal, as well as the Summit for Democracy launched by President Joe Biden. We remain determined to promote democratic values and principles around the world during this ‘Year of Action’, for concrete deliverables that will be set the stage for the second Summit for Democracy.

Ladies and gentlemen,

         As I said many times during our discussions, democracy is a process, hence we must remain proactive and engaged in our work within the CoD. Topics such as the use of technology in supporting democratic governance, combating malign influences and disinformation, empowering women and youth have to remain at the forefront of our efforts. 

Strengthening youth active involvement in democratic processes remains a very dear topic to me. This is a key investment in our future and we must be sure that we prepare the young generation for a future in which democracy prevails.

This is why, I am sure that the tradition of the CoD Youth Forum, which came to its third edition under the Romanian presidency this year, will continue under your leadership.

I want to express my whole gratitude for the openness you showed when I proposed to you, earlier this year, that Canada takes over the Presidency from us. I deeply appreciate your commitment and I am sure that Canada will successfully continue the consolidation of the role of the CoD at the global level.

Canada can always count on Romania’s firm support in your endeavors. We look forward to continue working with the members of the Executive Committee of the CoD and with the Civil Society Pillar, in the coming years.  I warmly wish you every success!

We also remain engaged and encourage the sectoral efforts in the Working Groups. I reiterate the idea of establishing such a format on the impact of climate change on democracy.

Last, but not least, Mr. Secretary General, dear Thomas, I take this opportunity to convey to you, once again, my entire gratitude for your constant and advised support, inspired initiative and friendship, together with my appreciation for everyone in your young and enthusiastic team’s for their indispensable support during our mandate. The words of the Honorable Madeleine Albright at the inauguration of our Community in 2000 that “We need a true democratic community; defined not by what we are against, but by what we are for.”, are as valid as ever. Thus, we must continue to demonstrate that democracies deliver. Romania, and myself personally will remain fully engaged to this purpose.

Comunitatea Democrațiilor (CoD), înființată în anul 2000, la inițiativa SUA, prin semnarea de către 106 state a Declarației de la Varșovia, este cea mai amplă platformă de dezbatere și schimb de experiență pe tema democrației la nivel global. Consiliul Guvernator, care este format din 28 de state, inclusiv România (din 2011), este principalul organ decizional al CoD.

România a asigurat Președinția Comunității Democrațiilor în perioada septembrie 2019 – septembrie 2022. Asumarea acestei funcții reflectă angajamentul puternic al României pentru promovarea și consolidarea valorilor democratice, iar încrederea de care s-a bucurat țara noastră din partea Comunității Democrațiilor demonstrează recunoașterea eforturilor constante ale României pentru sprijinirea statului de drept și a drepturilor și libertăților fundamentale. Obiectivele României la Președinția CoD au fost, inter alia, facilitarea implicării tinerilor în procesele democratice, promovarea democrației pe plan global, ca unic sistem care garantează prosperitatea și dezvoltarea durabilă, precum și relația dintre procesele democratice și tehnologia informației.
